The solicitation charges stem from an initial report made in May by two juvenile females who were approached and solicited for sex by an unknown male while on the Mesabi Trail. According to the females, the man became scared and ran.
A witness verified having seen a male approach the females who then screamed, causing the male to flee. He was not located. During the investigation, the females told officers that they had texted an unknown cell phone number from their cell phones, which in turn led to an agreed meeting on the trail.
The two juvenile females thought they were texting a friend with a new telephone number, but they were mistaken. The texts received by the females were requesting sexual favors, according to court records. Investigators did a check of cell phone numbers of local sex offenders and found a match.
The same cell phone number was later found painted on graffiti bridge with sexual offers written by it. Officers took the male, now identified as Keogh, into custody once he arrived at the designated location.
He denied having any intention of being sexual. His address has yet to be made public.
